Folkestone - Outlier on sampling costs (large number of small sources)
Mid Kent - Overheads due to lots of small sites
Sewerage service:
Anglian Water - Fixed costs arising from high number of small sewage pumping stations
Northumbrian - UV treatment
Southern - Coastal sewage treatment works
