P212 was raised by BizzEnergy on 27 April 2007.
P212 seeks to amend the calculation of the "main" imbalance price such that when the market is short and System Buy Price (SBP) is the main price, then this is to be based on the market reference price increased by 5%. Conversely, when the system is long and System Sell Price (SSP) is the main price, then this is to be based on the market reference price decreased by 5%. The market reference price for each settlement period will be established by (first) applying the process currently applied in the Market Index Development Statement. As at present the reverse price will be set to be equal to the market reference price.
At its meeting on 10 May 2007, the BSC Panel considered the Initial Written Assessment and agreed that P212 proceed to the Assessment Phase. At its meeting of 9 August 2007, the BSC Panel determined that the Assessment Procedure should be extended by two months to allow the Modification Group to assess further analysis. An initial consultation was conducted on 14 August 2007 and a second consultation with additional analysis conducted on 4 October 2007. An Assessment Report was presented to the BSC Panel at its meeting on 9 November 2007 with a draft Modification Report considered at the 13 December Panel meeting. The recommendation of the BSC Panel is that P212 should not be made.
In considering whether to approve P212, the Authority has decided to conduct a Regulatory Impact Assessment (RIA). The RIA can be found on Ofgem's website. Given P211 and P212 are mutually incompatible (only one can be in place at any one time), the RIA covered both P211 and P212. The Authority published its decision to reject P212 on 29 February 2008.
