Modification Proposal P213
Facilitating microgeneration (Optional Single MPAN) (Rejected)
Current Status
The BSC Panel considered the P213 Modification Report at their meeting on 13 September. The BSC Panel agreed a recommendation to the Authority that both P213 and P213 Alternative should not be made.
P213 sought to amend the current provisions for microgeneration, to allow a single Metering Point Administration Number (MPAN *) to be used for both Import and Export in Non Half Hourly Settlement; and proposed that changes were made to the Settlement arrangements to ensure that profiling remained accurate for these Import/Export MPANs.
The aim of this Modification Proposal was to reduce the associated industry costs and the complexity of Settlement processes for Suppliers and Supplier Agents, and thereby facilitate increased settlement of microgeneration Export.
The BSC Panel recommended that a BSCP40 issue be raised to consider whether any of the current Settlement processes require revision to better facilitate microgeneration.
The BSC Panel considered the P213 Modification Report in September 2007 and, in line with the P213 Modification Group's majority recommendation, the BSC Panel recommended that both P213 Proposed and Alternative be rejected. The Authority supported the P213 Modification Group and BSC Panel's recommendations and rejected P213 and P213 Alternative in October 2007.
* The term MPAN is used throughout the Modification Proposal and is the term referred to in the MRA, which identifies a SVA Metering System and Metering System Identifier, or MSID (which is the term used under the BSC).
